Types of licenses
There are two types of firearms licenses. The first being a Purchase Firearms (PF) license; which allows you to legally buy a firearm from any state-registered vendor. This license does not permit you to carry the firearm on your person at all times. The second license is a Concealed Carry Weapon Permit (CCWP) which allows you to carry a firearm on your person at all times (see State exemptions) as long as the weapon is out of sight from the public eye.
Section 1.1
Do I need to have both licenses in order to defend myself or operate the firearm?
No, this is a common misconception. You do not need to be a holder of both licenses in order to use your firearm in the event of an emergency, home-defense or for sporting/personal/target/competition purposes. A PF license is sufficient to operate your firearm in those environments; though by law under the Second Amendment the public have the right to be in possession of a firearm at all times, which is why we offer the CCWP application.
Section 1.2
What if I’m carrying my firearm out of sight with a PF license but not a CCWP?
If you are in possession of your legal firearm without the proper licensing and you are stopped by Law Enforcement; your privileges as a firearm’s holder may be revoked immediately. The LEO will ask for you to surrender all weapons and blacklist you from requisitioning them. There are exceptions to this; for example if you are carrying your firearm from your vehicle to your home; transporting your firearm to/from sporting grounds etcetera. This falls under the Common Sense Logic (CSL) for owners to use proficient reasoning and logic before executing their plan of action.

What are the requirements of possessing a PF?

When not to apply for a PF?
Application Stages (PF)
As of the Los Santos Police Department; Firearms Licensing Division (Section 2238), the application handler has every right to deny an application at any point in time. If an applicant feels their application was denied for an invalid reason, contact the FLD’s Commanding Deputy via E-Mail.
Stage I
Is the actual 'application' phase in which you (the applicant) fills out the information required for an applicant handler to review. It's highly recommended you follow the guidelines and application format to prevent any pending mistakes marked on your application.
Stage II
Is when the application handler reviews the application thoroughly. He/She will undergo several background checks on the applicant and assure they don't have a criminal record. He/She will also review the application itself and assure no grammar or format mistakes were made by the applicant.
Stage III
Is the third step which is the Permit fee payment. The applicant is required to pay the one-time fee in order to receive their permit.
Stage IV
Is the actual applicant examination phase. The applicant will be required to read the Firearms Permits Rules and Regulations thoroughly, and then complete their examination within a given time period by the application handler. After the scores are reviewed and marked the applicant may or may not move on to the final stage.
Stage V
Is the final step. If the applicant passed their examination phase their application handler will then inspect the applicant’s gun-safe and ensure it’s fixed in the storage location. The application handler will then ensure it passes regulations. If the applicant has passed the examination and the FLO deems their gun-safe is satisfactory they will be issued their license. If they fail they will have to reapply after a period of forty-eight(48) hours (2 days) has passed.

Who can apply for CCWP
Applicants applying for a CCWP should be in possession of a PF permit. Applicants who submit their application without being in possession of a PF will be automatically denied.

Additional CCWP Information
If you are a CCWP owner, you can contact the FLD to give up your CCWP license. This does not mean that you are giving up your right to bear arms; it merely means you are no longer wishing to renew your conceal-carry status. By contacting a member of the FLD and notifying them that you are no longer willing to renew your CCWP you will still be in the possession of PF status (unless you wish to give up your right to bear arms entirely, in which case, LSPD will confiscate the weapons from your possession). PF owners can choose to reapply their CCWP status at any time by making the initial fee (Ref. Section 6.2) payment and contacting an FLD member. Reapplying your CCWP status does not mean you need to post a new application because we still have your old one on record.
Section 6.0
Additional Information
Conceal Carry Permits must be renewed every 3 years ((3 months)). If a gun-owner in possession of a CCWP does not renew their license within a reasonable time of expiration; FLD reserves the right to revoke their privileges and remove all firearms belonging to that gun-owner leading to potential blacklist.

The initial fee for a CCWP is $4,000 (does not include PF fee).

Section 6.3
REGISTERING FIREARMS
All license holders must register their firearms within twenty-four hours of purchase or the licensee could have their license(s) revoked!
Section 6.4
Renewal Fee
Renewal fees for CCWP licenses are $3,000 if made 7 days before renewal date.
Renewal fees for CCWP licenses are $1,000 if made 14 days before renewal date.
Section 6.5
How many firearms as a PF/CCWP owner can I have?
Right now a gun-owner can have a maximum of 3 firearms on their permit(s) in total. If a firearm is stolen you must report it stolen; this firearm is still counted as 1 of your 3 firearms until found or deemed untraceable. If you have 3 of 3 firearms and you wish to hand in a firearm to gain a free slot, you can do so by contacting a Firearms Licensing Officer. It is only when the FLO gives you confirmation that you can purchase another firearm; you may not purchase an additional firearm if you have not received confirmation.

- Must have a certified Firearms Safe, from April 16, 2023 a LSPD TRF-02X-RJM 316 Reinforced Firearms Safe is required by law, which can be purchased in these locations stated in this document
Section 2.1
When not to apply for a PF?
- An applicant does not have fixed private residency (renting accommodation or mobile residence (trailers/campers etc)
- An applicant convicted of a violent misdemeanor offense.
- An applicant convicted of a felony offense.
- An applicant adjudicated to be a mentally disordered sex offender.
- An applicant that is currently on parole or probation.
- An applicant that is addicted to narcotics.
- An applicant that found by a court to be mentally incompetent to stand trial or not guilty by reason of insanity of any crime, unless the court has made a finding of restoration of competence or sanity.
- An applicant that has any mental or physical disabilities that hinder them from using a firearm.
- An applicant must not currently be on the firearms ban list. If so, appeal it with your Firearms Licensing Officer (FLO).
- ((An applicant must not possess serious administrative punishments on their /history record.))

- Applicants who have had their PF for less than 1 Year ((1 month))
- Applicants who have had a warning that is less than 6 months old ((1 month)) warnings may include a misuse of their firearm that is not revocation-worthy.
- Applicants who have had a recent burglary/at the scene of a crime which was deemed suspicious.
- Applicants who have failed to register any firearm.

- Firearms may not be competition, tactical or military style.
- Firearms cannot extend the bullet capacity they were originally designed with.
- Firearms cannot have magnified scopes in place - any sight that does not magnify is permitted.

- Firearms may not be competition, tactical or military style.
- Firearms cannot extend the bullet capacity they were originally designed with.
- Firearms cannot have magnified scopes in place without a Tier 2 Permit - any sight that does not magnify is permitted.
- Firearms cannot have additional parts or 3D printed parts to modify the firearm from its original look.
- Firearms cannot be modified in any way to allow for fully-automatic fire-rate, this includes bump-stocks.
- Firearms are serialized, thus meaning changing any load-bearing part is against the law as they are serialized.
- Firearms can have moderators (silencers/suppressors). Moderators are serialized and attached to your firearm record (Tier 2 Only).

- Firearms can have modified breaching handles (where applicable, model dependent) for cleaner and quicker racking/clearing.
- Firearms can have muzzle breaks.
- Firearms can be equipped with bipods for stability.
- Firearms can be straight-pull bolt action or combustion-driven.
- Firearms may not be competition, tactical or military style.
- Firearms cannot extend the bullet capacity they were originally designed with.
- Firearms cannot have dual-wield magazines for quick reload.
- Firearms cannot have magnified scopes in place - any sight that does not magnify is permitted.
- Firearms cannot have additional parts or 3D printed parts to modify the firearm from its original look.
- Firearms cannot be modified in any way to allow for fully-automatic fire-rate, this includes bump-stocks.
- Firearms are serialized, thus meaning changing any load-bearing part is against the law as they are serialized.
- Firearms cannot have moderators (silencers/suppressors).

- Firearms can have modified breaching handles (where applicable, model dependent) for cleaner and quicker racking/clearing.
- Firearms can have muzzle breaks.
- Firearms can be equipped with bipods for stability.
- Firearms can be converted from single-fire to burst fire (3-round-burst) with prior authorization to LSPD, work to be carried out by one of their registered gunsmiths.

Usage of Firearms (PF)
- Firearms may be utilized in home defense providing it follows the San Andreas Stand Your Ground Act.
- Firearms may be utilized on registered sporting ranges - users are subject to Gun Club rulesets (may vary depending on club).
- Firearms may be used for hunting purposes providing the user has a valid Hunting Permit issued by Police Dept.
- Firearms cannot be utilized out of the aforementioned circumstance.
- Firearms must be stored in a lock box container when traveling, unloaded with the ammo stored separately from the firearm(s).
- Firearms must be locked in a LSPD TRF-02X-RJM 316 Reinforced Firearms Safe (see more here).
- Firearms are permitted to use their firearm(s) on privately-owned land or private land with written consent. These lands should have sufficient backstopping for bullet travel and must not be near the public (roads, neighboring houses etc).
- Firearms cannot be openly-carried in public. [LEO EXEMPT]
- Firearms cannot be concealed-carried in public. [LEO EXEMPT]

- Firearms can be used for self defense in public areas. Though The Police Department highly discourages this and request that you call 911. The Police Department insists on not discharging your firearm in public unless absolutely necessary where you or others are in imminent danger where waiting on emergency services to arrive would be a further risk to life.
